It has vested in each of us the power to appeal toprinciples that could broaden democracy's reach.

As we mark this 225th anniversary ofthe signing of our Constitution, we also recognize the candidatesfor citizenship who will commemorate this day by joining ourAmerican family. And I met with him, and he said as soon as the Fed stops buying all the debt that we're issuing‹which they've been doing, the Fed's buying like three-quarters of the debt that America issues. A French court Tuesday ruled in favor of Kate Middleton in wake of her topless photo scandal,as the Duchess of Cambridge waved to onlookers as she andPrinceWilliam left the Solomon Islands, not showing theslightest stress in the middle of the growing controversy.

The court in Nanterre, France Tuesday confiscated the digitalcopies of the topless photos published by the French magazineCloser, and ruled the publication is barred from furtherpublishing topless images of the beauty.

EU capital is 'spy capital'

BRUSSELS - "I stopped meeting him for lunch because all he did was ask questions and he never said anything about himself," a diplomat on the EU Council's working group for post-Soviet countries once told this website about his friend from the Russian embassy.

For many in the age of foreign policy "resets" and "win-win" talks, espionage sounds like a thing of the past.

But for Alain Winants, the head of Belgium's state security service, the VSSE, the EU capital currently has more spy activity than almost any other city in the world.

Winants told EUobserver in a rare interview with international media that "we are not speaking in the dozens, we are speaking in the hundreds, several hundreds" of foreign intelligence officers and agents in Brussels.

"In Belgium, espionage, Russian espionage and from other countries, like the Chinese, but also others, [is] at the same level as the Cold War ... We are a country with an enormous concentration of diplomats, businessmen, international institutions - Nato, European institutions. So for an intelligence officer, for a spy, this is a kindergarten. It's the place to be."

He also named Iran as a culprit.

When asked if EU-friendly countries, such as Israel or the US, do it, he said: "It would be naive to think that only countries like Russia, China, Iran are spying."

He added: "There is one field where the difference between neutral, friendly and unfriendly services tends to disappear and that's when you are talking about the protection of economic and scientific potential. In this case, I think every service is in competition with the others."

It is a joke in intelligence circles that Iranian spies mostly spy on their own ambassadors.

But Chinese and Russian intelligence is out to get EU information with commercial or political value just as much as "classic" defence secrets.

With the EU recently opening a price-fixing investigation against Russia's Gazprom, Winants noted: "One of the things that other countries' intelligence services are interested in is the energy policy of the EU institutions."

He said spies usually pretend to be diplomats, journalists, lobbyists, businessmen or students.

Apart from intelligence-gathering, they try to influence decisions made by senior EU or Nato staff.

They make friends with officials at seminars or social events in the EU capital. EU security staff use an acronym for the kind of people they target: Mice (money, ideology, compromise, ego) - people who are greedy or in debt, who have radical ideas, who have guilty secrets or who want to be James Bond.

In some cases, spies initiate contact in Brussels but wait until the target gets a new post in their home country before trying to recruit them.

They don't do it in EU buildingsThe VSSE, Belgium's equivalent of the UK's MI5, is mainly responsible for counter-terrorism. But part of its job is to protect the international institutions on its turf.

It works with internal EU and Nato security staff, EU countries' intelligence services, the Belgian federal police and Belgium's military intelligence, the ADIV, to hunt out spooks.

"The competence of the security services of the EU institutions is limited to their premises. So once the activity takes place outside the EU premises, the VSSE is in full competence," Winants explained.

"If a hostile intelligence officer is trying to recruit or approach someone from Nato or the EU it is very probable he won't do this by going to meet the person in question in the official building. There is a possibility of contact in an official building, but once contact is established and goes further on, it's likely to take place outside the premises ... at that moment we are, of course, fully competent."

Commenting on how the VSSE helps out, one EU official told this website: "If we identify a suspect, we give the information to Mr Winants and he gets them thrown out of the country."

The VSSE chief said his service is "relatively small given the large scope of threats we have to deal with."

He said EU and Nato security services are also "understaffed." But he noted that Nato "by its history has maybe a more security-minded and oriented culture than the EU institutions."

He said Catherine Ashton's European External Action Service (EEAS), which handles EU foreign and defence policy, is a big target.

One of its departments, IntCen, employs analysts from EU countries' intelligence services to write reports on terrorism and foreign crises.

Winants said it could also help the EEAS to create a better security culture: "The role of IntCen to make sure the EEAS will acquire a sufficient intelligence and security-minded organisation will be a fundamental one ... They [IntCen people] know what they are doing. They know what they are talking about and the big challenge will be to pass that culture to the EEAS."

The EU foreign service has been up and running for 18 months.

It has about 40 officials responsible for security in its EU headquarters and 90-or-so who look after its foreign delegations.

The Brussels unit is run by Attila Lajos, a former Hungarian intelligence officer. Earlier this year he hired an officer from British foreign intelligence, MI6, to do counter-espionage.

Its foreign delegations - many of them in places with aggressive domestic intelligence services, such as Beijing, Damascus, Kiev, Moscow or Tel Aviv - are said to be a soft spot.

Locally hired embassy staff, some of whom have the full run of the embassy building or who look after IT, are not security-vetted. There are 28 of them in the Moscow delegation alone. Meanwhile, EU ambassadors tend to make calls on unsecured lines, either because they do not have secure ones or because they like their iPhones too much.

"If you want to send a message to the Syrian government, you just have a conversation in front of the mukhabarat [Syrian intelligence] guys in our embassy," an EU contact said.

The EU's big breachAnecdotes go round in Brussels about EU Council, European Commission or even IntCen staff who faced internal discipline for leaking information.

But Winants, a former Belgian prosecutor who took charge of the VSSE in 2006, said the Herman Simm case was the only big one on his watch.

Simm, an Estonian defence ministry official in charge of exchanging classified information with the EU and Nato, was jailed in 2009 for being a Russian spy.

He used to come to Brussels for Nato seminars. A senior EU official told this website that one of his contacts in the EU capital was Vasiliy Chizhov, a Russian diplomat and the son of Russia's EU ambassador, Vladimir Chizhov. Vasiliy Chizhov was thrown out Belgium also in 2009.

The Estonian security police, the Kapo, told EUobserver that Simm gave Russia's foreign intelligence service, the SVR, "at least" 3,294 internal Estonian documents.

They include 386 EU and Nato-related papers on communication systems, counter-intelligence and defence policy, some of which were classified "CONFIDENTIEL UE" or "SECRET UE."

Kapo's counter-intelligence chief, Aleksander Toots, said: "They didn't get the direct access keys to [EU and Nato] communications systems. They got some idea of how the systems work ... Of course, the SVR wanted that. But Simm couldn't help them."

He said the fiasco is a lesson on Russian espionage in Europe.

Toots explained that Simm's handler was an SVR officer who pretended to be a Portuguese businessman in what is called "nelegalnaya razvedka" or "illegal cover."

He said the SVR is more active in Western countries. But Russia's internal service, the FSB, tends to operate in former Soviet-controlled EU countries and to target EU diplomats who visit Moscow in what is called "razvedka iz territorii" or "intelligence from home."

He added that Russia stopped trying to recruit people on the basis of Communist ideology in the 1980s.

It now uses money, compromise or ego.

EUobserver contacted Simm by post in Tartu prison in eastern Estonia, but he declined to give an interview. His trial indicates that the SVR paid him peanuts ('‚¬1,200 a month). But he was told that it made him a big-time officer.

For Toots, the main factor in recruitment is the manipulative skill of the hostile officer: "It's about his personal qualities ... the impression that he makes on the target, the mental side of the process. Some are more talented than others."

'Phobias of the past?'The Estonian spy-catcher echoed Winants in saying that - in terms of espionage - the Cold War never ended.

"We are quite sure that there is not a single EU country in which Russian intelligence services do not have capacities proportional to the size of the country ... In Estonia, in the past 20 years, intelligence activity has constantly increased," he said.

"The biggest mistake you can make in my line of work is to underestimate the services working against you."

For his part, Russia's EU ambassador, Vladimir Chizhov, called the Simm affair "ridiculous."

He said Nato used his son for an anti-Russia "PR case."

He added: "It's part of misconceptions about Russia, and China too ... Some of the newer member states of the European Union have yet to rid themselves of phobias of the past."

A Chinese diplomat, who declined to speak on the record, said the kind of vague accusations made by Winants cause "indignation" in Beijing.

"I hope EU officials are not so 'big mouthed' and that they brief media with solid information," he said.

What Do the Experts Say?Deutsche Bank analysts Daniel Brebner and Xiao Fu havejust released a new report saying that gold is money (via Business Insider):

While it is included in the commodities basket it is in fact amedium of exchange and one that is officially recognised (if notpublically used as such). We see gold as an officiallyrecognised form of money for one primary reason: it is widelyheld by most of the world's larger central banks as acomponent of reserves.


We would go further however, and argue that gold could becharacterised as 'good' money as opposed to'bad' money which would be represented by manyof today's fiat currencies. In describing gold as suchwe refer to Gresham's Law '' when a governmentovervalues one type of money and undervalues another, theundervalued money (good) will leave the country or disappearfrom circulation into hoards, while the overvalued money(bad) will flood into circulation.


In our view the ideal medium of exchange must balance theparadox of representing value while having little intrinsic valueitself. There are very few media which can do this. Fiat currenciesphysically have no use other than that which is prescribed to themby government and accepted by the public. That fiat currencies costlittle to produce is of a secondary concern and we believe, quiteirrelevant to the primary purpose.

Gold is neither production good nor consumption good. Jewellerywe see as a form of storage or hoarding (the people of Portugalhave all but exhausted their personal gold stores '' hoardedin the form of jewellery '' having converted them to survivethe crisis). If gold did have a meaningful commercial usewe believe that it would make the metal less attractive as a mediumof exchange as the value of the metal in whatever market it wasused in could periodically interfere with its medium-of-exchangerole'...

Other characteristics are important of course in fulfilling therequirements for 'good' money: indestructibility,divisibility, transportability and universal acceptability.

They are not alone '...

World Bank president Robert Zoellick pointed out in 2010:

Although textbooks may view gold as the old money, markets areusing gold as an alternative monetary assettoday.

Former Fed chairman Alan Greenspan said in 2009:

Gold prices that jumped above $1,000 an ounce this week aresignaling that investors are buying metals to hedge againstdeclines in currencies, former Federal Reserve Chairman AlanGreenspan said.

The gains are ''strictly a monetaryphenomenon,'' Greenspan said today at an investmentconference in New York. Rising prices of precious metals and othercommodities are ''an indication of a very early stageof an endeavor to move away from paper currencies,''he said'...

''What is fascinating is the extent to which goldstill holds reign over the financial system as the ultimate sourceof payment,'' Greenspan said.

And we noted in 2010:

Alan Greenspan told the Council of Foreign Relations lastweek:

Fiat money has no place to go but gold.

Greenspan also said that supply and demand explanations treatinggold like other commodities ''simply don't panout.''

Greenspan also spoke of how, during World War II, the Alliesgoing into North Africa found gold was insisted on in the paymentof bribes, and said:

If all currencies are moving up or down together, the questionis: relative to what? Gold is the canary in the coal mine. Itsignals problems with respect to currency markets. Central banksshould pay attention to it.

Former chief Merrill Lynch economist David Rosenberg wrote in March:

The best currency may be physical gold'...

Phoenix Capital Research argues that central banks are themselvesloading up on gold because they know that the entire fiat moneyscam will soon collapse.

Indeed, it is fiat currency '' and not gold '' which is in abubble.

As Bond king Bill Gross said recently:

Gold can't be reproduced. It could certainly betaken out of the ground in an increasing rate but there's alimiting amount of gold.

And there has been an unlimited amount of paper money over thepast 20 to 30 years and now '' in this period of central bankexpansion where it's QE1 or QE2, or whetherit's the LTROs of the ECB or this potential new program'... then central banks are at their leisure to basically printmoney.

Gold is a fixed commodity that has a considerable store of valuethat paper money has not'....

When a central bank starts writing checks and printing money inthe trillions of dollars, it's best to have somethingtangible that can't be reproduced, such as gold.

Forget Theory '... Are People Actually Accepting Goldas Money?But forget all the theory. Are people actually acceptinggold as money?

Utah has declared gold coins to be money.

CNN reported in February:

A growing number of states are seeking shiny new currencies madeof silver and gold.

Worried that the Federal Reserve and the U.S. dollar are on thebrink of collapse, lawmakers from 13 states, including Minnesota,Tennessee, Iowa, South Carolina and Georgia, are seeking approvalfrom their state governments to either issue their own alternativecurrency or explore it as an option.


Unlike individual communities, which are allowed to create theirown currency '-- as long as it is easily distinguishable fromU.S. dollars '-- the Constitution bans states from printingtheir own paper money or issuing their own currency. But it allowsthe states to make ''gold and silver Coin a Tender in Paymentof Debts.''

Financial Times reported in 2010:

Intercontinental Exchange, the US futures exchange group, hasfollowed rival CME Group by allowing itsEuropean clearing house to accept gold bullion as collateral fortransactions.

JP Morgan accepts gold bullion ascollateral.

So does Donald Trump.

China is paying for oil with gold. India isprobably doing so as well.

And central banks are considering allowing banks to hold gold asa risk-free, tier 1 asset.

Caveats: Be careful with unallocatedaccounts, accounts held by big banks, paper forms of gold and tungsten (see this, this, this and this).

Finally, note that FDR was not the only leader to confiscategold. In the Yuan dynasty six centuries earlier ''in an attempt to prop up its fiat currency and prevent runawayinflation '' the Chinese government attempted to prohibit all transactions in or possession of silveror gold, which had to be turned over to the government. China has outlawed possession of silver several times since, andhas just lifted the most recent ban.

As usual once you opt out at Reagan National/DCA you have to wait for a long time to get your pat down. The woman came and patted me down, then after several invasive attempts said she was unable to "clear the area" (area being my vag) bc of the dress I was wearing.

She told me I would have to submit to a private screening.

I told her to try again that I had worn this dress plenty of times through security and never had an issue ad I told her I was by interested in a private screening.

She brought a woman over to explain to me that if I didn't do a private screening there was no way to do the pat down w out exposing my private areas to the public. So they needed to put me in a private room and change me into a cloth robe to cover me so that they could properly "clear to area".


I did the step forward move and explained there was plenty of room to to a pat down. I explained that I would prefer to stay out there, public seeing my goods or not versus changing into a gown, there was no way in hell I was going to undress in a private room.

I asked them if I had the right to refuse a private screening and she said its the officers discretion and the officer says I need it and this other woman couldn't intervene. I asked to speak to supervisor and the woman went to speak w him/her. Either way she came back and said she would just do it there.

She did it, granted sill extremely violating, and I moved on w life.

Holy cow...

I wasn't 100% sure at the time, but just looked into the rules. It's important people know they have a right to refuse a private screening.

THE state government plans to install ID scanners in every pub,club and strip joint in Kings Cross in an attempt to reduceviolence in the area.

The move comes after the death of 18-year-old Thomas Kelly, whodied from injuries sustained when he hit the ground after beingking hit in the all-night precinct in July.

A spokesman for the Premier, Barry O'Farrell, has confirmed themachines will be used but would not give any further details onwhen they would be introduced.

Reports last night suggested the scanners would be linked toprevent ejected patrons moving on to another venue and would beinstalled by mid next year.

A similar system was introduced in Newcastle's entertainmentdistrict in July.

As well as ID scanners, the government plans to ban shots,doubles and drinks served in glasses in all licensed venues aftermidnight on Friday and Saturday nights. Reports have also suggestedthe government plans to announce extra late-night and early morningbuses and taxi services to and from the area.

ST. LOUIS, Mo. (KMOX) '' It's anarmored car refitted to act as a police watchdog '-- the''Armadillo'' is coming.

City police are refurbishing an old Brinks truck withsecurity cameras to park in front of nuisanceproperties.

''We want them to know that we're there,''Spiess said, ''This vehicle will be clearly and boldly marked'St. Louis Police Nuisance Abatement Vehicle' and itwill be large letters all over the truck.''

The cameras atop the truck will provide a 360 degree coverageand feed images to the station that would be admissible incourt as evidence if a crime is captured on tape, Spiesssaid.

Police are also planning to deploy the Armadillo in the U-CityLoop, if needed to quell unruly crowds.

''We can take the vehicle and park it right in the heart ofthe Loop in the city of St. Louis and if anything happens we haveit right on video tape,'' Spiess said, ''So, it reallygives us an advantage in that regard.''

Police got the idea from the city of Peoria, Illinois, where thea refitted armor truck has been used to shoot video in crime-proneneighborhoods.

The Sept. 11 attack on the U.S. consulate inBenghazi was in fact "a terrorist attack" and the U.S. government hasindications that members of al Qaeda were directly involved, a top Obamaadministration official said Wednesday morning.

"I would say yes, they werekilled in the course of a terrorist attack on our embassy," Matt Olsen, the director of theNational Counterterrorism Center, said Wednesday at a hearing of the SenateHomeland Security Committee, in response to questioning from Chairman Joe Lieberman (I-CT) about the attackthat killed Ambassador Chris Stevensand three other Americans.

As for who wasresponsible, Olsen said it appears there were attackers from a number ofdifferent militant groups that operate in and around Benghazi, and said thereare already signs of al Qaeda involvement.

"We are looking atindications that individuals involved in the attack may have had connections toal Qaeda or al Qaeda's affiliates; in particular, al Qaeda in the IslamicMaghreb," he said.

The U.S. government just isn't sure yet whether theterrorist attack was pre-planned or whether it was an example of terrorists takingadvantage of protests against an anti-Islam film, Olsen said.

"It appears that individualswho were certainly well-armed seized on the opportunity presented as the eventsunfolded that evening and into the morning hours of September 12th. We do know thata number of militants in the area, as I mentioned, are well-armed and maintainthose arms. What we don't have at this point is specific intelligence thatthere was a significant advanced planning or coordination for this attack," hesaid.

His statements gofurther than those of the White House Press Secretary Jay Carney, whosaid last week that the protests inCairo and Benghazi were a reaction to the video and not a pre-planned attack.Today, Carney didn't repeat the assertion that the video was solely to blame,but he said again that there is no evidence the Benghazi attack was pre-planned.

"What I can tell you isthat, as I said last week, as ... our ambassador to the United Nations said onSunday and as I said the other day, based on what we know now and knew at thetime, we have no evidence of a preplanned or premeditated attack," Carney saidWednesday. "It is a simple fact that there are in post-revolution, post-warLibya armed groups; there are bad actors hostile to the government, hostile tothe West, hostile to the United States. And as has been the case in othercountries in the region, it is certainly conceivable that these groups takeadvantage of and exploit situations that develop, when they develop, to protestagainst or attack either Westerners, Americans, Western sites, or Americansites."

Committee rankingRepublican Susan Collins (R-ME)declared at the hearing that she believes the attacks were planned well inadvance and she referenced information she had received from U.S. intelligenceofficials behind closed doors.

"First, I will tell you that based on the briefings I have had,I've come to the opposite conclusion and agree with the president of Libya thatthis was a premeditated, planned attack that was associated with the date of9/11, the anniversary of 9/11," she said. "I just don't think that people cometo protests equipped with RPGs and other heavy weapons. And the reports ofcomplicity -- and they are many -- with the Libyan guards who were assigned toguard the consulate also suggest to me that this was premeditated."

Collins said she was concerned by the lack of security at theBenghazi consulate, especially since there had been an attack on the mission inJune and a more serious attack on the British ambassador's convoy as well.Olsen said the U.S. government was aware of the danger but not of impendingattack that killed the four Americans.

"So there were reports detailing thoseattacks and detailing generally the threat that was faced to U.S. and Westernindividuals and interests in Eastern Libya from, again, armed militants as wellas elements connected to al Qaeda," he said. "There was no specificintelligence regarding an imminent attack prior to September 11th on our postin Benghazi."

The Russian government gave the US until 1 October to close themission.

USAID has worked in Russia for two decades, spending nearly $3bn(£1.8bn) on democracy and other programmes.

Analysts say the government's antipathy toward pro-democracyorganisations may be to blame for the move.

Earlier this year, President Vladimir Putin alleged thatprotests surrounding his re-election were orchestrated by US-fundednon-governmental organisations.

In announcing the closure of the USAID office, US statedepartment spokesperson Victoria Nuland said: "We remain committedto supporting democracy, human rights, and the development of amore robust civil society in Russia and look forward to continuingour cooperation with Russian non-governmental organizations."

She would not be drawn on the reasons behind the Kremlin'sdecision, but said there was a sense "that they don't need this anymore".

The United States began its operations in Russia after the endof the Soviet Union, spending around $2.7bn (£1.7bn) on awide range of human rights, civil society, health and environmentalprogrammes.

USAID was due to spend around $50m on its work in Russia thisyear.

Authorities cordoned off part of downtown Kansas City on Friday afternoon to handle what they thought was a credible bomb threat. But after five tense hours, federal officials announced there was no bomb and no public threat.

The situation, which started when a man walked into the Richard Bolling Federal Building about noon and asked if he was on a terrorist watch list, locked up downtown streets and parking lots near the Fletcher Daniels State Office Building and stranded some workers for hours.In the end, the incident appeared to be a misunderstanding.'Local police and FBI agents acting with an abundance of caution responded appropriately with the initial limited information they had based on witness accounts of what happened,-- Bridget Patton, an FBI spokeswoman, said in a press release. 'Again, the primary concern was for the public's safety, which made the actions today necessary.-- The man was identified as Wahed Moharam, who owns a cleaning business in Blue Springs called Xtreme Clean. Reached by phone Friday evening, Moharam told The Star he never threatened anybody.'All I said is I want to meet with someone because I want to clear something,-- Moharam said. 'I said I've been told my name is on a watch list. And what happened after that, God knows.-- Moharam later spoke to reporters outside his home and said he had been pulled over Thursday by a policeman who told him he was flagged because he was on a terrorist watch list. Moharam said that is why he went to the federal building Friday to inquire about his status.Moharam said he has been in the United States for 36 years and described himself as a small-business man just trying to make a living.'I am not a bad guy,-- he said. The robot emptied the trunk, pulling out a green tarp, a spare tire and other items. The robot also opened a passenger door to allow officers to see inside the vehicle via a camera attached to the robot.Moharam is known to many Kansas Citians as 'Helmet Man,-- someone who once regularly attended Chiefs games. The Chiefs revoked his tickets out of safety concerns in 2003 because he previously had been in the federal witness protection program after testifying for the government in the first World Trade Center bombing.As the bomb threat was unfolding Friday afternoon, The Star called a phone number linked with Moharam's cleaning service. A man who identified himself as Wahed answered. He said he was talking with the FBI.'Everything is OK,-- Wahed said. 'I don't have to tell you exactly where I am. The FBI requests me to hang up the phone, but I can assure you I'm OK and they treat me good.--He added: 'And everything mistake. Everything mistake. I didn't have any bad thing anyway. Everything is just — thank you and God bless you and I'm OK.--It is not clear if Moharam's car contained chemicals or other materials related to his cleaning service. But Steve Scott, a police dog trainer based in Ohio, said a bomb-sniffing dog might react to cleaning materials.'It's quite possible,-- he said. 'Some of those chemicals can leave traces.--Police shut down streets in the area of 12th to 13th streets and Cherry to Charlotte streets during the investigation. Police evacuated the state building and moved employees in the federal building to the north side of the building, away from the state office building parking lot. The Jackson County Jail, which is next to the state office building's parking lot, was placed on lockdown, according to jailers.Mounted patrol officers were on the scene all afternoon to help with traffic control and to help evacuated workers get to their vehicles or to an assembly point at 14th and Oak streets if their vehicles were parked in locked-down lots close to the state office building.The scare was not related to false bomb reports Friday at the University of Texas and North Dakota State University in Fargo. A man, describing himself as a former child prostitute, claimedto have had sex with a football coach who belonged to a pedophilering which included Jerry Sandusky.

Greg Bucceroni, now 48, said he was paid for sex as a teenagerby former Brooklyn Poly Prep coach Phil Foglietta in1979.

Foglietta, who is now dead, has been accused of raping andassaulting students at the New York prep school over a 20-yearperiod.

In a letter sent to authorities at Poly Prep this week,Bucceroni said he met Foglietta as a teenager through Second Milecharity in Pennsylvania.

The organization was started by Sandusky and used as a cover forthe years of sexual abuse he inflicted on vulnerableboys.

The disgraced Penn State coach was convicted of 45 counts ofchild sex abuse in June and is facing life in prison when convictednext month.

Bucceroni described himself as a 'child prostitute' who was usedby a pedophile ring including Sandusky, Foglietta, now-deceasedPhiladelphia businessman Ed Savitz and former Wharton School ofBusiness professor Lawrence Scott Ward, according to the New York Daily News.

Ward is currently in jail for smuggling child porn. Savitz wascharged with sexual abuse in 1992 but died of AIDS before his trialwas due to begin.

Bucceroni wrote in the letter that for three years he was abusedby a pedophile ring in the tri-state area of New York, New Jerseyand Pennsylvania.

He wrote: 'Due to time constraints, Sandusky became unavailableand I was introduced to Phil Foglietta by Ed Savitz & JerrySandusky.

'Foglietta was introduced to us as Coach Phil who coached youthfootball in NYC. Foglietta agreed to pay $200.00 for child sex andfollowed us back to a Philadelphia hotel, myself [sic] ad anotherchild prostitute then engaged coach Phil in child sex.'

A sexual abuse lawsuit was filed in 2009 by ten former studentsand two day campers at Poly Prep.

At a hearing last Friday, a district court judge urgedplaintiffs and the school's lawyers to reach a settlement but sofar no deal has been struck.

Poly prep school was accused of covering up the former footballcoach's sexual abuse of young boys in a case that shockinglymirrors the Penn State scandal.

A lawyer representing the 12 victims argued that the abuse couldhave been prevented had the school not buried the footballcoach's abuse in a bid to protect its reputation and athleticprogram.

Kevin Mulhearn claims that the school's cover-up preventedFoglietta's victims from taking legal action against theschool in time, before the statute of limitationsexpired.

Mulhearn, who is also a former student, has also accused PolyPrep of withholding documents and providing misleadingtestimony.

The cover-up reportedly began in 1966 when one alleged victimnamed William Jackson told J. Folwell Scull, who was headmaster atthe time, that he had been abused by Foglietta.

The school reportedly conducted a bogus investigation and theformer student was threatened with expulsion if he continued tovoice his allegations.

A few years later, another football player named John Marinotold officials that he had seen Foglietta abusing boys on tendifferent occasions but he was branded a troublemaker.

The cover-up continued for another 25 years until DavidHiltbrand, a Philadelphia-based journalist and former student, toldof the abuse he had suffered at the hands of the coach and wroteabout the scandal.

He was contacted by Mulhearn, who filed the civil suit whichseeks damages of $20 million for each of the plaintiffs, in2009. Mulhearn is accusing the school of fraud, a charge PolyPrep argues is irrelevant because the plaintiffs did not sue intime.

During a hearing in June this year, U.S. Magistrate Judge CherylPollak ruled that there was evidence that Poly Prep tried tomislead the plaintiffs and the court.

'The law provides that Poly Prep has an in loco parentissupervisory standard over kids. That means the school is acting inplace of a parent in the care and protection of a child,' Mulhearnsaid.

'A responsible parent would not have swept this under therug.'

The scandal mirrors the accusations leveled at staff at PennState.

The report told of how the four administrators knew about anassault that took place in 1998 but showed 'callous disregard' forvictims by covering it up and keeping the situation quiet so as toavoid bad publicity.

Shocking testimony from a war veteran janitor showed the'culture of reverence' for football that blinded anyone fromreporting the wrongdoing in fear that 'they'd get rid of usall'.

'The most powerful men at Penn State failed to take any stepsfor 14 years to protect the children who Sanduskyvictimized,' the Freeh report states.

In the years following the initial sex assault, seven more boyswere victimized which could have been prevented if the men hadreported Sandusky to the police immediately.

Internal Department of Justice emails obtained by The DailyCaller show Attorney General Eric Holder's communicationsstaff has collaborated with the left-wing advocacy group MediaMatters for America in an attempt to quell news stories aboutscandals plaguing Holder and America's top law enforcementagency.

Dozens of pages of emailsbetween DOJ Office of Public Affairs Director Tracy Schmaler andMedia Matters staffers show Schmaler, Holder's top pressdefender, working with Media Matters to attack reporters coveringDOJ scandals. TheDC obtained the emails through a Freedom ofInformation Act request. (RELATED: TheDC's complete coverage of MediaMatters)

Emails sent in September and November 2010 show Schmaler workingwith Media Matters staffer Jeremy Holden on attacking news coverageof the New Black Panther Party voter intimidation scandal.

Holden attacked former DOJ Civil Rights Division attorneys J.Christian Adams and Hans von Spakovsky on Sept. 20, 2010 forwhat he called an attempt ''to reignite the phony New BlackPanther Party scandal.''

Before Holden posted his article at 7:52p.m., Schmaler sent him several emails with information helpinghim attack both former DOJ oficials.

''Here's one Wolf letter,'' read the subject ofone email Schmaler sent Holden that contained no text. The emailwas likely a reference to Virginia Republican Rep. Frank Wolf, amember of Congress who led the Republican charge on the New BlackPanther Party scandal involving alleged voter intimidation at aNovember 2008 polling place in Philadelphia.

In response, Holden told Schmaler that ''The response tointerog 38 is particularly helpful. Thanks!''

Interrogatory 38 was a reference to a question from Congressthat the Justice Department answered, concerning the role ofseveral senior officials in discussing litigation related to thatvoter intimidation case.

A follow-up email shows Schmaler sending Holden moreinformation.

''[H]ere's another one to Smith,'' Schmalerwrote. ''[I]t's about perrelli contact with w. WH.helpful in that it makes clear perrelli didn't havediscussions w/ WH on the case (obviously confirming he knew of it)'... but also illustrates [REDACTED] they've tried tothrow up that won't stick[.]''

Holden responded at 8:34 p.m. '-- three hours after Schmalersent her first email at 5:34 '-- to say, ''Post is live,FWIW [for what it's worth]. Thanks again.''

Nearly two months later, on Nov. 18, 2010, Holden wrote a new blog post hedescribed as an ''EXCLUSIVE,'' titled ''Right-wingcommission to vote on flawed New Black Panthers report.''

''The conservative-dominated U.S. Commission on CivilRights will vote Friday on an interim report that omits criticalevidence disproving allegations that the Obama administrationrefuses to enforce voting-rights laws against racial minorities,according to Media Matters' analysis of a copy of the reportwe obtained,'' Holden wrote in the Nov. 18 article.

Holden attacked Adams again, and Christopher Coates '--another now-former DOJ attorney.

After Holden published that piece, Schmaler sent him an emailtitled ''Great piece'...'' and continuing in the bodyof the message, ''On USCCR investigation.''' Oneminute later, Holden responded, writing, ''Thanks!''

At 9:50 a.m. on July 8, 2011, Media Matters' Matt Gertzwrote to Schmaler asking for her help ''debunking what I thinkis a conservative media myth about Operation Fast andFurious.'' (SOURCE: DOJ's anti-Gallup 'whistleblower' madebizarre work requests, said he was a 'devoutMarxist')

AFP - France's government on Wednesday asked ahealth watchdog to carry out a probe, possibly leading to EUsuspension of a genetically-modified corn, after a study in ratslinked the grain to cancer.

Agriculture Minister Stephane Le Foll, Ecology Minister DelphineBatho and Health and Social Affairs Minister Marisol Touraine saidthey had asked the National Agency for Health Safety (ANSES) toinvestigate the finding.

"Depending on ANSES' opinion, the government will urge theEuropean authorities to take all necessary measures to protecthuman and animal health," they said in a joint statement.

"(The measures) could go as far as invoking emergency suspensionof imports of NK603 corn to Europe pending a re-examination of thisproduct on the basis of enhanced assessment methods."

Earlier, French scientists led by Gilles-Eric Seralini at theUniversity of Caen in Normandy unveiled a study that said rats fedwith NK603 corn or exposed to the weedkiller used with it developedtumours.

NK603 is a corn, also called maize, made by US agribusinessgiant Monsanto.

It has been engineered to make it resistant to Monsanto'sherbicide Roundup.

This enables farmers to douse fields with the weedkiller in asingle go, thus offering substantial savings.

Genetically modified (GM) crops are widely grown in NorthAmerica, Brazil and China but are a hot-button issue in Europe.

The study, published in the peer-reviewed journal Food andChemical Toxicology, says it is the first to look at rats overtheir normal lifespan of two years.

"For the first time ever, a GM organism and a herbicide havebeen evaluated for their long-term impact on health, and morethoroughly than by governments or the industry," Seralini told AFP."The results are alarming."

Two hundred male and female rats were split into 10 groups of 10animals.

One was a "control" group which was given ordinary rat food thatcontained 33 percent non-GM corn, and plain water.

Three groups were given ordinary rat food and water withincreasing doses of Roundup, reflecting various concentrations ofthe herbicide in the food chain.

The other six were fed rat food of which 11, 22 or 33 percentcomprised NK603 corn, either treated or not with Roundup when thecorn was grown.

The researchers found that NK603 and Roundup both caused similardamage to the rats' health, whether they were consumed together oron their own.

Premature deaths and sickness were concentrated especially amongfemales.

At the 14-month stage of experiment, no animals in the controlgroups showed any signs of cancer, but among females in the"treated" groups, tumours affected between 10 and 30 percent of therodents.

"By the beginning of the 24th month, 50-80 percent of femaleanimals had developed tumours in all treated groups, with up tothree tumours per animal, whereas only 30 percent of controls wereaffected," it said

Males which fell sick suffered liver damage, developed kidneyand skin tumours and digestive problems.

Breaking with a long tradition in scientific journalism, theauthors allowed a selected group of reporters to have access to thepaper, provided they signed confidentiality agreements thatprevented them from consulting other experts about the researchbefore publication.

Asked to respond, the French unit of Monsanto said "it is toosoon to make a serious comment because we have to evaluate thestudy. As soon as it is available, our experts will look closely atit to give their scientific assessment."

Green groups say GM crops could be dangerous to health and theenvironment, although this claim has so far found no traction inlarge-scale studies.

The Monsanto spokesman said that "more than 300 peer-reviewedstudies" had found that GM food was safe.

In 2009, the European Food Safety Agency (EFSA) panel on GMorganisms determined that NK603 was "as safe as conventionalmaize".

"Maize NK603 and derived products are unlikely to have anyadverse effect on human and animal health in the context of theintended uses," it said, delivering a judgement based in part on a90-day feeding study on rats.

NK603 can be imported but cannot be grown in Europe.

Only Monsanto's MON810 transgenic corn and a gene-modifiedpotato, Amflora, made by BASF, have authorisation for being grownin Europe.

However, Austria, Bulgaria, France, Greece, Hungary, Luxembourgand Romania have outlawed the growing of MON810 on their territory,citing the principle of precaution.

According to the National Oceanic and Atmospheric Administrationlessthan five percent of the world's oceans have beenexplored, meaning that 95% of what lies deep underwater on Earthhas yet to be seen by human eyes.

One person who has dedicated his life to uncovering themysteries of the deep is Japanese photographer Yoji Ookata who obtainedhis scuba license at the age of 21 and has since spent the last 50years exploring and documenting his discoveries off the coast ofJapan. Recently while on a dive near Amami Oshima at the southerntip of the country, Ookata spotted something he had neverencountered before: rippling geometric sand patterns nearly sixfeet in diameter almost 80 feet below sea level. He soon returnedwith colleagues and a television crew from the nature programNHKto document the origins what he dubbed the ''mysterycircle.''

Here is what they found.

Using underwater cameras the team discovered the artist is asmall puffer fish only a few inches in length that swims tirelesslythrough the day and night to create these vast organic sculpturesusing the gesture of a single fin. Through careful observation theteam found the circles serve a variety of crucial ecologicalfunctions, the most important of which is to attract mates.Apparently the female fish are attracted to the hills and valleyswithin the sand and traverse them carefully to discover the malefish where the pair eventually lay eggs at the circle'scenter, the grooves later acting as a natural buffer to oceancurrents that protect the delicate offspring. Scientists alsolearned that the more ridges contained within the sculptureresulted in a much greater likelihood of the fish pairing.
